Committee ranking member Rep. Mac Thornberry, R-Texas, who is retiring this year, made the charge during a Wednesday hearing.

Rep. Houlahan questioned whether the decision to move AFRICOM headquarters out of Germany was being made in haste.

They knew they had discovered an important piece of history that needed to be returned to its proper place.

The date for the move, as well as the location in Poland, has not been announced, but it will take place in 2021.

"It's very simple. They're delinquent," Trump said at the White House before leaving on a campaign trip to Texas.

"Not in 40 years have U.S. assurances to NATO been more necessary or more important to our standing in the world."

The move will cost billions of dollars, according to Defense Secretary Mark Esper.

"The conditions that existed at the height of the Cold War are now to be found only in history books."

Details on the pullout of 9,500 U.S. troops from Germany have yet to be decided.

The DoD said that Trump approved the withdrawal proposals presented at a White House briefing by Defense Secretary Esper.
